Burning Speed Keeps Changing?

Hard Drive Read Speed Slow

The playback software/firmware has error-correction and error-hiding features, and when it hits an error that it can't fix/hide, it just skips-ahead and keeps on playing (if it can).So, I just try I've tried defragmenting it with the windows defragger. Changing the burning speed to 16x resulted in consistently readable discs (using the same CD drive). Many DVD blank discs have uneven dye around the outer edge.
